Parking Regulations
Traffic and Parking Regulations and Procedures
The Linn-Benton Community College traffic and parking regulations are established for the protection and fair treatment of members of the college community. These regulations have been approved by the 博天堂官方 Board of Education and are strictly enforced 24 hours a day in accordance with college policy and ORS 341.300.
博天堂官方 assumes no responsibility for the care and/or protection of any vehicle or its
contents at any time while it is operated or parked on college property.
Operation of Vehicles
In addition to these regulations, all state and local laws governing movement, operation, and parking of vehicles shall apply on college property. The college's Albany campus and Corvallis and Lebanon centers are within the jurisdiction of the respective cities and are subject to city police patrol, including citations for infractions of city, county, and state laws.
The speed limit is 15mph.
Pedestrians have the right-of-way at all times.
Parking
Parking is available in any designated, unrestricted area. Users must observe all one-way designations and should not park on stall lines or crosswalks - one vehicle per space with the exception of motorcycles parked in the designated motorcycle parking areas. No motor vehicle, unless specifically authorized, is allowed to operate or park on any campus sidewalk or off the main thoroughfare of 博天堂官方.
Most of our parking lot is not designed for back-in parking (this includes pulling through a space to the other side where your front end is facing out against the flow of oncoming one-way traffic). The angle of the spaces and the direction of travel are designed for front in parking. Park front-end in, going with the direction of travel on the one-way lane/aisle from which your vehicle is traveling. Do not pull through to the other side.
When cars pull through to the other side, what we usually see is people leaving the
space going forward and in the wrong direction, against traffic flow because the angle
to turn their vehicle to proceed in the proper direction is very sharp and could cause
clipping of the rear of the vehicle in the next space.
Restricted Parking Regulations
Designated reserved parking is available for individuals who qualify in accordance with ORS 487.915. Vehicles parking in designated ‘disabled’ areas must have a prominently displayed permanent or temporary disability permit, which may be obtained at any state Motor Vehicle Division office.
Fire lanes have red-painted curbs. No parking is allowed in any designated red curb/ ‘Fire Lane’ at any time.
Designated ‘Loading Zones’ are clearly marked with either 15- or 30-minute limits which are in effect from 7:00am until 9:00pm, Monday through Friday. Individuals may be issued special permits through Campus Safety Office for time beyond the designated limit.
The parking spaces along the north side of PCDC and the lot to the east of the building is for Kidco-Headstart business use only. PDCD/Kidco personnel will provide parking passes for individuals that are allowed to use this lot and parking spaces.
Specially designated parking spaces are provided for motorcycles in Parking Lot 2 and between the Service Center and Industrial B Building.
Special racks are provided in the stairwells for this purpose. Individuals shall not chain bikes to posts, pipes, trees, etc. Violations of the regulation may warrant the issuance of an improper parking citation. Bicycles must be walked – not ridden – through interior areas of the main campus and Extended Learning centers.
Foot traffic is the primary means of transportation within the internal passageways of the campus and Extended Learning centers. For safety purposes, individuals should not use wheeled conveyances (other than disabled conveyances) such as skateboards, bikes, roller skates, roller blades, scooters, etc., at any time.
Designated ‘Electric Vehicle Charging Stations’ are clearly marked with this sign.
Only electric Vehicles that require charging are permitted to park in these designated
parking locations. It is expected that once a vehicle is fully charged the vehicle
will be moved from the designated space within a reasonable time to allow others access
to the EV station.
Parking in EV spaces is front in (head in) parking only except the first space in the row. In this space back in parking is allowed for rear charging vehicles.
The chargers in our lot are part of the ChargePoint Network by Coulomb Technologies. Our stations on the ChargePoint web site locator are referred to as ALB 3. To obtain a free ChargePoint membership for access to charging, please refer to the Join ChargePoint website.
Overnight or parking on campus for an extended period of time (e.g., 24 hours) must be reported to the Campus Safety Office. This will alert staff to specifically patrol the area in which overnight or extended parking is occurring.
Occupied motor vehicles (recreation vehicles, trailers, fifth-wheels, etc.) are not permitted to remain on college property overnight, i.e. camping. In addition, it is not permitted to remain on college property overnight in one’s car, truck, or other personal motor vehicle. Any special request for an exception to this specific portion of the administrative rule because of a unique circumstance must be made in writing, in advance, to the director of Facilities.
Motor vehicles that are found to be parked on the campus for extended periods of time for no apparent reason may be towed from the campus at the owner's expense if such action is deemed appropriate.
Citations
Citations are issued to violators of campus parking regulations and violations of
established standards of operation for vehicles or other wheeled conveyances when
occurring on college property.
Fines
Traffic and parking citation fines vary according to violation (see chart following) and must be paid by 4:30pm of the seventh working day following the date of issue. Payment is made to the 博天堂官方 Business Office during normal hours of operation. Failure to pay the assessed fine within seven working days will result in an assessment of an additional $10 late fee and also will result in loss of college privileges. The delinquent amount due may be turned over to outside agencies for collection.
Students failing to pay the assessed fine and related late fees will have a hold placed
on their registration, official transcripts, etc., as well as adverse impact on personal
credit. College staff will turn the matter over to their immediate supervisor for
resolution.

Appeals
Appeals are made to the Parking Review Committee, which meets as needed. Appointments to appear before the committee can be made through the Campus Safety Office (WH-110) or by phone (541-917-4440).
Individuals are not required to appear before the committee in person; however, an official Appeal form must be completed. Appeal forms may be obtained from the Campus Safety Office (WH-110). To prevent billing a $10 late fee, an appointment for appeal or a completed Appeal form must be submitted to the Campus Safety Office within seven working days of the issuance of a citation.
Changes to Regulations
博天堂官方 reserves the right to change any of these regulations without prior notice as
needed for the safety and security of the campus. Such changes will be posted prominently
in the Campus Safety Office, and significant changes will be communicated to students
and staff through available campus media.
